No shoplifting offender
will be denied the benefits of a NASP program
simply because he/she cannot afford the tuition
fee.
For Indigent families,
NASP provides free programs or will allow the
judge or referral officer to reduce the standard
fee at their discretion, if in their opinion
the fee would impose a severe personal hardship
on the individual or the family. |

The NASP programs are designed as "offender
paid" programs. Having offenders pay for their own
education is an important part of the rehabilitation process.
It helps shoplifting offenders to take responsibility for
their own actions and enhances the value they place on the
program.
Funding the NASP program, when administered
by NASP, should never present a problem because no offender
will ever be denied the benefit of a NASP program simply
because he/she cannot afford the full tuition fee.
If Administered by the Court
With every box of 25 Home Study Kits,
NASP provides one additional program, free of charge, to
be used for an indigent offender. NASP recommends that the
court/agency determine the tuition fee on a sliding scale,
but that all offenders be required to pay something.
